This is the confirmation letter given by the University or College, once you secure a place in the program of choice.
Sometimes Universities/ Colleges can give a conditional offer letter which allows a student to secure admission while preparing for IELTS or waiting for the results.

Most Academic Instutions in India charge have a differential fee structure for International Student depending on their category/ nationality.
The cost of living varies vastly depending on the location and type of accommodation one is opting for.
Only a few premier institutions have on-campus accomodation facilities for international students. But they do provide of suggestion/ arrangements for fullly furnished spaces around campus - like Home Stays for short-term visits or subletting a room/apartment.
